About the Department of Empowerment, Compliance & Opportunity.

DECO's mission is to promote state contracting opportunities for MWBEs, SDVOBs, and historically undervalued businesses in New York State. The department accomplishes this through regulatory compliance, contract oversight, technical assistance, stakeholder engagement, and advocacy.

Ensuring adherence to NYS Executive Law Article 15‑A and Veterans' Services Law Article 3 across all HCR programs.

About the HCR Supplier Diversity Compliance Platform.

AXI is delivering every feature of HCR's RFP for a Supplier Diversity Compliance Solution — from MWBE and SDVOB goal setting through outreach, risk management, workforce tracking, compliance monitoring, and impact reporting.
